Shoghi Effendi, first Guardian of the Bahá'í Faith, identified the Guardianship and the Universal House of Justice as the "two fundamental organs of the Will of 'Abdu'l-Baha" and the "twin institutions of the Administrative Order of Bahá'u'lláh," which he said are "divine in origin, essential in their functions and complementary in their aim and purpose". He also called the Will of 'Abdu'l-Baha "The Charter of the New World Order."
There are Bahá'ís today who believe Shoghi Effendi appointed his successor. Those Bahá'ís therefore contend that the Administrative Order will be able to evolve into the New World Order with its twin institutions intact (i.e., with the living Guardian functioning as the interpreter of the Word and as the "sacred head" of the Universal House of Justice).
This web site, developed by the Mother Bahá'í Council of the United States, invites you to consider how the members of the Orthodox Cause faithfully uphold the Covenant of Bahá'u'lláh in contrast to those believers who, by developing an administrative order which no longer includes the Guardian of the Faith, have disavowed Bahá'í Holy Writ .
